Methodological Issues of undertaking health impact assessments in disasters and public health emergencies – can we do better? (Research Seminar)SynopsisThis research seminar commences by examining the needs for undertaking and reporting a more systematic assessment of the health impact of disasters and public health emergencies from a range of perspectives. It follows on from the 15th World Congress on Disaster and Emergency Medicine held in Amsterdam (2007) where an international group of experts in the field of public health and disaster epidemiology met during several interactive sessions. The group reached a consensus about the definition, the objectives, and the benefits of disaster health outcomes assessments. Building on the Amsterdam consensus, this research seminar will explore the contemporary literature, and draw on the experience of the participants to examine the methodological issues by utilising both an analysis of selected case studies and a review of emerging frameworks proposed to advance the science of undertaking health impact assessments in disasters and public health emergencies. The seminar will also discuss barriers and possible solutions to implementing and disseminating effective and efficient health impact assessments in these situations. An intended outcome is to identify future research issues and the potential for international standards and guidelines for training an initial cohort of ‘assessors'. The seminar will provide pre-reading and use invited presentations as stimulus papers.
