Health Disaster Management: Guidelines for Evaluation & Research in the Utstein Style (Workshop)SynopsisThis workshop will introduce participants to the theory and applications of the conceptual, operational, and evaluation‑research frameworks (Utstein style) for use in the study of disaster preparedness and responses. The conceptual framework stresses the use of the most appropriate terminology of hazards, risks, damage, disaster, function, absorbing and buffering capacities, and responses. The operational framework describes the longitudinal and transactional components of disasters and their use in assessing disasters and the progress made towards recovery. The Evaluation‑Research framework outlines the phases to be used for the study of disasters. Combined, these frameworks provide the terminology and structure to be used for future evaluations and research. ObjectivesBy the conclusion of this workshop, the participants will be able to: 1. Demonstrate an understanding of the need for a structured approach to disaster research and evaluations, 2. Explain the concepts contained in the Guidelines, 3. Explain the terms and principles embedded in the Conceptual, Operational, and Research Frameworks for disasters, 4. Apply these principles in the Guidelines and Templates for the purpose of designing and conducting evaluation and research into the pathophysiology of disasters and of interventions directed at the pre‑event, intra‑event, and/or post‑event phases of any emergency, crisis, or disaster, 5. Recognise the requirements and mechanisms for the development of appropriate indicators of functional states, adequacies of supplies of goods and services, and of the effectiveness and benefits associated with the implementation of interventions, and 6. Be able to critically evaluate published studies using the Evaluation‑Research Framework. A workshop format will be used, incorporating individual and group participation in case studies of recent emergencies and disasters.
